Pennsylvania becomes the 40th Member

Governor Josh Shapiro signed legislation on July 12, 2026, enacting the Counseling Compact in Pennsylvania, making the Commonwealth the 40th state to join the interstate compact for licensed professional counselors. The law, effective in 60 days, will allow Pennsylvania-licensed counselors to gain practice privileges in other member states, and counselors licensed elsewhere to practice in Pennsylvania, once the Commonwealth completes implementation and becomes active through CompactConnect, the Compact’s data system.
“Pennsylvania joining as our 40th member is a huge milestone for the counseling profession,” said Greg Searls, Executive Director of the Counseling Compact. “We’re grateful to Governor Shapiro and Pennsylvania’s legislature for their leadership, and we look forward to working with the Commonwealth as it moves toward becoming an active member.”
